this would have had me stumped too
sometimes it is those little settings for me it is like changing the blinkies, sometimes I just can't get it to work my way

Jumping up and down and doing a happy dance.It is working.
Thanks for all the help. I deleted both profile photo and avatar photo for the "umptine" time (then) I logged out,cleaned out all my cookies and temp files.deleted all old avatars on my computer rebooted.Logged back in to GDS and uploaded this photo using this path "user cp"- "edit avatar".Whee,I feel like it was something I did but I don't know what.There will not be a profile photo because that's where weird things start happening.
