Els,
It just means to enter a post in which you list your layouts. Get in earlier in the month, and you can have a "spot" near the top of the page. You keep editing your post as you add layouts during the month. Top of the page is better, so you don't have to scroll down too far.

Yes, it is a way also to keep track of what you have done.

If you do NOT finish all 7 challenges, then you are NOT eligible to win the prize though!

With one challenge you had to build up a layout every week isn't it?
