simple answer: no ... unless you want text to follow a circle (type across a straight line and use Polar Coordinates to warp it).

As Liz and Erica have said, as far as I am aware, it is possible to make them in PS and in PSP, but NOT in PSE - PSE can only use paths created in PS.
