Babydoe,I haven't checked out the sites yet, but usually, filters are something you can apply to your pictures or layouts, that transforms them in many ways - like turning them into watercolor look alike paintings, giving them texture, and other amazing transformations! Well, that's how i know how to explain them in my own words, you should just try them out, you'll have so much fun!
